CIFT Hosts USDA BioPreferredSM Biobased Products Procurement Program Session

On February 26, 2007, Congresswoman Marcy Kaptur, in conjunction with The Center for Innovative Food Technology, the Lucas County Improvement Corporation, the Regional Growth Partnership, and the Toledo Regional Chamber of Commerce - Procurement Technical Assistance Center, sponsored a half-day informational session at the Toledo Hilton Hotel on the USDA BioPreferredSM Program, the Federal biobased products procurement program.

The USDA BioPreferredSM Program requires Federal Government agencies to give purchasing preferences to businesses that provide products composed totally, or in large part, of renewable domestic, agricultural or forestry materials.

Regional business and federal government representatives explained the program and demonstrated how local companies can participate in the program and sell products to the Federal government.

After opening comments by Mr. Roger Szemraj, Congresswoman Kaptur's Washington Office Chief of Staff, on the importance of the BioPreferredSM Program to the Federal government and to local agricultural and business interests, Dr. Marvin Duncan, Senior Agricultural Economist, USDA Office of the Chief Economist, Office of Energy Policy and New Uses, introduced the BioPreferredSM Program.

Dr. Duncan's discussion centered on program authorization, program requirements, integration with other federal preference programs, preferred procurement item designation and rule making, and the benefits to both Federal agencies and product vendors. Mr. Todd Repass, Chief, Procurement Policy, USDA, followed with a discussion of how to do business with the Federal government. Mr. Chris Case, Facility Manager, Pictured Rocks National Lakeshore, The National Park Service, U.S. Department of the Interior, discussed biobased products purchasing decisions and implementation describing how Pictured Rocks National Lakeshore has implemented photovoltaics, waste reduction and recycling, product standardization, environmental practices, and green procurement to reduce the park's environmental footprint. Mr. Charles Miller, Business Opportunity Specialist, Defense Supply Center Columbus (DSCC), Defense Logistics Agency, The Department of Defense, discussed the Defense Logistics Agency mission, business activities, and supply centers. In regard to Defense Supply Center Columbus, Mr. Miller described its work scope, business profile, supply chains and vendor business requirements. Socioeconomic programs, such as the Historically Underutilized Business Zone (HUBZone) program, and their benefits to small business were described, as well as a variety of free training programs for vendors wishing to do business with the Federal government. Ms. Avery Sledge, Director, Toledo Procurement Technical Assistance Center (PTAC), Toledo Regional Chamber of Commerce, capped off the session by describing Toledo PTAC goals and services including government procurement assistance in registration, marketing, bid and proposals, pre-award and post-awards, bid matching and regulations. Ms. Sledge discussed the key elements of successful selling to governments and informed the audience of several upcoming government-vendor matchmaking events and regularly scheduled introductory government contracting seminars.
